I cannot add a new wallpaper because there's a lot of new wallpapers that was added on my device that I did not add.
I've tried to delete a lot of them but after doing so... I'm still receiving an error message saying "Wallpaper Limit Reached. Please delete one to add a new one".
This has been an issue since I've upgraded to iOS 16.3 and now I'm running 16.5 and still experiencing the same issue.

If you press and hold on the iPhone lock screen rather than swiping up to unlock, you will get some controls that allow adding wallpapers and customizing wallpapers. If you have any little people or other gremlins around, they may well have contributed additional wallpapers to your collection, and you'll want to review and delete those.
To delete the wallpapers—and there may be an easier way—tap the sleep button to go back to the login screen, long press on the wallpaper to get into the customization mechanism, swipe right or left until you get to a wallpaper you don't want, swipe it upwards, and select the trashcan icon that will be shown to confirm the deletion.
Deletion is really well hidden, unfortunately. I'd have expected a way to delete wallpapers in Settings > Wallpaper, but there does not seem to be a way to do that, at least as far as in iOS 16.5.
It would be better if you can please re-post with a screenshot, in order to understand the phenomenon better. Images/pictures speak louder than words.
Please understand this is a public forum: While attaching a Screenshot, do not provide any personal credentials, such as IP address, Card detail, email id, apple id, IMEI number, Serial Number, Phone number, Order ID, if you are sharing a map ensure your location is not identifiable, etc.
With the limited information that you have provided, It is hard to even guess the problems faced by you.

Delete a few more, then force-restart the iPhone, and try again.
Force restart iPhone - Apple Support
If that fails, you’re probably headed for a backup, factory reset, and restore. Which will also get you iOS 17, if your iPhone supports that.
