Did you get the correct version of the Windows migration component for the version of macOS from Apple? Did you reboot the Windows 10 box before attempting the migration between macOS 13.4 and Win 10?
There is a possibility that if you downloaded the Windows component before upgrading to Ventura 13.4, that Apple may have quietly updated that Windows migration assistant component and you may want to delete the one installed on Windows 10 and replace it with a fresh download from the above link.
