Record a conversation

Someone has clipped and paste my words on a cell phone to make it sound like what they wanna hear how do you do that? A recorder.

If someone made a digital recording of a phone conversation with you without your knowledge, I would file a police report on them because it is illegal to record conversations without telling the person that the call will be recorded. How do you know that this has happened?
