Apple Pay is a way to use credit cards from your phone. It is exactly the same as swiping a credit card in a terminal. Apple Pay has no money stored to get back. So you probably are not asking about Apple Pay. But it isn’t clear what you are asking about.

that’s almost irritating to read. Ask your bank. Seemingly once it’s in Apple Pay can only buy gift cards and Apple contact with it. There’s no redeeming it for cash or buying anything else with it. There are some bonus periods that are usually individualized that will give you extra perks for using it, but there’s no getting your money back unless you really, get into the process with your financial institution and Apple in which case you would probably never have those forms of payment connected again
