When a transaction/payment is started, your iPhone connects with the merchant transaction terminal and sends encrypted data about the transaction to merchant. Merchant can’t see most data and forwards it to their credit card processor, processor sends to bank for approval and bank decrypts data (only bank has key to decrypt) and approves or declines transaction. Decision is sent through processor to merchant. At some point your transaction decision had an issue. But at no time in the process did Apple participate.

The return of funds is probably at the credit card processor and they failed to properly handle the transaction. Please contact the support team at the bank and request they review the transaction. They may already be aware of the issue.
