I can’t verify my payment details with my Visa card what is happening and I also can’t download apps when it asks me to input my payment if and review

Apple support's article:
What to do: If your payment method is declined in the App Store or iTunes Store
says:
"If you want to know why a debit card, credit card or other payment method has been declined, speak to your financial institution. Apple doesn't have information about why the payment method was declined."
There is also much more info. in the above article.
If you have disputed a charge from Apple, you may need to ask your card-provider to allow payments to Apple again.

What to do: If you can’t download or update apps on your iPhone or iPad – Apple Support
or
If you can't download or update apps on your Mac - Apple Support
