There is no “technical means” to locate a device with a dead battery.
If it was so configured, the phone might have been able to transmit it’s location as the battery reached “critical low” but this location would only be displayed in FindMy for 24 hrs.
You should still use “lost mode” to place an on-screen message in hopes that an honest person will do the right thing and place it on charge.
