I have an apple iPhone 11, I have had problems with account being compromised. Password been changed things ordered from the App Store by someone else, I’m thinking about doing a factory reset and just starting all over how would I even go about doing this?

Resetting to Factory Settings:
If you are so concerned, then reset you iPhone to factory settings, as if you were to sell it. Perform as instructed here, including the iCloud logout: What to do Before you Sell, Give Away, or Trade in your iPhone, iPad, or iPod touch - Apple Support. Not that things would be removed. So, you'll have add apps back. Take a screenshot of each homepage, so that you can have something to go by, when adding it all back. eMail the screenshots to yourself.
