iPad mini 4 will only charge when fully discharged

I have an iPad mini 4, model MK9P2B/A tablet. The problem is

that it will only charge when the battery is fully discharged and the screen is

blank. Plugged in whilst in the fully discharged state it will charge to 100%

over several hours. If I try to use it whilst plugged in before fully charged

it will work, but will not continue to charge further until once again fully

discharged. Re-booting does not cure the problem. Any suggestions as to how to

get it to charge in the normal manner again, in its current state it is almost

useless.
