There is no way to actually tell. Most likely, the water has already penetrated inside the phone. As such, you should make a Genius Bar appointment at your local Apple Store or Apple Authorized Service Provider to have them take a look and provide you with your options.
FWIW ... even if the water evaporates, it could leave residual minerals that could be conductive. This would lead to potentially additional damage if you power the phone on.
