How long will it take my iPhone to fully dry out after dropping in toilet?

It was only in the water for seconds, and I put it in rice for hours. It is now working, but sounds very tinny. Will this resolve when fully dry?

Putting it in rice is not recommended, it can gum up the ports.

There is no telling if water damage is permanent, the speaker port may still have water in it. I would recommend putting it in front of a fan for several hours and see if the sound quality improves.

If water did get inside the phone, the damage may not show up right away, it may slowly corrode the circuitry inside, only time will tell.

Water damage is not repairable, if it does start to exhibit issues, you will be looking at purchasing a new phone.
