This is so frustrating! I've cleared preferences and that does not do the trick. What is more frustrating is it worked this morning and now it is not. Resetting the track pad is not doing it either! I just don't get the lack of apple support and why this product is so troublesome.

You didn't mention whether you contacted Apple Support. If not, you might try that. Otherwise you can't reasonably say that there is a "lack of Apple support". You also didn't mention whether you are trying to drag from the Media Browser or from the Photos app or whatever.
Meanwhile, try rebooting your computer and trying again to drag a photo into iMovie from whatever location that that the photos reside.
Make sure that the format of the photo is compatible with your iMovie setup. Sometimes the HEIC format can cause issues. If that might be your situation, try converting to JPEG, and avoid Live photo.
Try importing to your desktop and from there dragging into iMovie.
