That looks like it is a US keyboard. Do the keys in general work as expected?
Go to System Settings->Keyboard, click Keyboard Shortcuts, then Keyboard.
What do you see? Mine looks like this, and is working correctly.
One other thing: are the windows in question on the same Space (a.k.a. "Desktop") or in different Spaces?
Command-` only cycles through windows of the same application that are in the same Space.

What is your keyboard layout? Did you change to some layout different than what you'd been using?
FWIW, Command-` is the default shortcut, at least in the US keyboard (the tilde character is Shift-`).

Did you open these files in Excel? Are they open in Full Screen? If they are, then Command-` does not work.
As a simple test, put the two window so that they are both visible. For example, here are two Excel windows, "Book1" and "Book2", with "Book2" in the front. Pressing Command-` brings "Book1" to the front. Doesn't it do it for you?
I believe you have been told how things work, and you're not pleased - but we are users like you, we don't control how macOS works; Apple does.
If you want that to change, you can ask Apple - but don't hold your breath, as it has been that way ever since full screen apps and Spaces exist.
Command-` cycles between "normal" windows of the same application in the same Space.
You can use Control-1, etc to swith to a numbered Space (not counting "Spaces" used by full screen apps, though).
You can use Control-left and control-right to move between Spaces sequentially (including full screen apps).
Personally, I have no use for full screen, and I hardly ever use more than one Space. Command-tab and Command-` always work...
The problem is that when you have more than one document open in the same program & at least one of those windows is Maximized/Full Screen (or Focus view in Word). While that program has focus Command+~ [actually Command+`] is useless.
I've seen no usable way to overcome this. The suggestions to use Control+←/→ shifts from one tab to another but not all programs support tabbed windows... neither do all users want to use tabbed windows.
If anyone has an affirmative suggestion I'd be most grateful.

Is this because of the ANSI vs ISO keyboard? I wonder what is so bad about an ISO keyboard that you can't use it...
My keyboard looks identical to the OP, and is an ISO keyboard.
I use it with the US keyboard layout and the ` key is exactly in the same location.
Command-` works as it always has.
Try control left and right arrows.

Not to me. It looks like a Canadian PC keyboard. All of my Macs purchased in Canada have US keyboards, and I'm thankful for that. I can't type on a Canadian PC at all.

I don't live in the US, and my keyboard is ISO. I do use the US keyboard layout, as it appears in my mac, and have for well over two decades.

Thank you, etresoft and dialabrain for reminding me that this is not the US keyboard in the sense that it is not the same as you have in there.
My layout does seem to match exactly with the OP's.

All those control characters that are re-arranged on the edges are very important when writing code. Plus, I'm used to the different shape of the shift and return keys.
I have windows open, but NOT full screen. cmd + tilde worked until Sonoma, I think. Now it doesn't work in any app. I have tried all the suggested options above. Does anyone have any other suggestions?
