That looks like it is a US keyboard. Do the keys in general work as expected?
Go to System Settings->Keyboard, click Keyboard Shortcuts, then Keyboard.
What do you see? Mine looks like this, and is working correctly.
One other thing: are the windows in question on the same Space (a.k.a. "Desktop") or in different Spaces?
Command-` only cycles through windows of the same application that are in the same Space.

+1 It's not a US keyboard. The ` and ~ symbols would be to the left of the 1 key.

yes it does if both windows are open and seen simultaneously. I want to toggle as ''windows OS'' does when they are full screen. What should I do for toggling when they are full screen?
Yes it worked thanks. By any chance do you know how to toggle between Safari tabs or Excel sheets (a.k.a. spreadsheets) via shortcuts.
Control+Tab switches between tabs.
