How can I prevent iBooks from deleting local book files?

I see that my iBooks seems to be uploading my books to the cloud without keeping a copy on my local device. So when I reopen the app, I have to wait for the book to do finish downloading (which is a hassle if it is a 600 page pdf)

How can I prevent iBooks from deleting local book files and moving them to the cloud?

Cannot turn off Books iCloud syncing. I use Books on my iMac to store PDFs and sync them to my iPad and iPhone. It annoys me every time there's a major OSX update iCloud syncing is automatically turned on. I have to go through the same routine of recovering all my PDFs off iCloud and turning it off to rebuilt my Books. However now I have found with Sonoma I am not able to turn off Books in my iMac's iCloud Drive settings. When I turn it off, close setting then reopen the setting is turned on again. Not only do I not want to pay for more iCloud storage, I have a lot of manuals in there, but I need some of these PDFs synced to my iPad since I do not always have a network connection. Any way to get my Books iCloud sync setting to turn off and stay off? Or an alternate way to sync and view PDFs without using iCloud.

Unable to download my books onto my laptop For some reason I am unable to read my books that are clearly listed in my library on my Mac. I mostly read them on my phone and have attempted to alter the account settings in order to allow usage on my Mac but seem to be unable to figure it out. Cloud looks fine, I can see all the books. Just cannot download them.

Why are my epub files duplicating when creating a Collection on Apple Books app? I am trying to create folders/Collections of the books I am reading on Apple Books. These files are all epubs. Whenever I try and move some to a folder, it duplicates each epub file. Why is it doing that?
