Folder Stuck 'Waiting to Upload' / Dotted-line Cloud Icon

I'm using a MacBook. I'm looking at a folder in the Finder app; the folder is in the iCloud Drive. Next to the folder's name, there's a cloud icon with a dotted line (see attached image). When I hover over the cloud icon with the cursor, it says 'Waiting to Upload'. This has persisted for a couple weeks and I can't seem to resolve it. Why? What's the problem?



  • It's the only folder in iCloud Drive with a dotted-line cloud icon.
  • No file in the folder has this icon next to it.
  • The folder contains seven '.txt' or '.pages' files with a maximum size of 947 KB.
  • I've 25 GB of free space in my iCloud.
  • Is the folder backed up & uploaded to iCloud or not? If not, what's wrong?
