Unfortunately Apple support wasn't able to help me, but I did get it working. I had the same issue as described above. Mine started after I got back from a trip outside my country (similar to what the author of the original post linked above conveyed). I tried toggling all the relevant settings under "music" including the library sync toggle followed by force reset as indicated in the prior thread. Nothing worked. I spent an hour with apple support and they walked me through the same steps again, but got nowhere with them. I tried logging out of icloud altogether and logging back in. Nothing. I finally just backed up to icloud, wiped my device and started over from the backup. that worked :) It works perfectly now and recently played is updating as expected. Pretty annoying, but most of the restore process runs in the background, so as long as you don't need your phone for a few hours, it's not too bad. but still. ugh.
Same here. Very frustrating. It's happening from my iPhone and my iPad both running iOS 17.1. Sync from my MacBook and my iTunes for Windows still works!

3 months - still unresolved. ☹️
Same with me. 17.1. I wanna try the clean install but don’t want to make the effort if this is an issue with the recent version. Anyone tried it?

It didn’t work for me as well. Clean installed iPhone from backup. Played a new song after restore. Smart playlist in iTunes didn’t update.

Same here, very frustrating
I hope this gets resolved soon, I’m loosing my play counts and some of my playlist doesn’t make sense anymore. Hopefully they will include it in, 17.2 but what I know it is an update for the Journal.
Yeah my smart playlists are now hopelessly wrong, hoping for a 17.1.1 fix
17.1.1 is now available but it didn’t fix the bug on Apple Pay. I guess we have to wait for 17.2 or have at least a patch update, 17.1.2.
Very disappointed that 17.1.1 didn't fix this. My Apple Music now feels broken. We already had to put up with syncing only happening every 24 hours, Spotify does it instantly.
Just wanted to add that tvOS 17.1 is also affected. None of my plays on the AppleTV after the 17.1 update are syncing to my other devices.

And still my problem isn’t resolved 🤦
