1 gb of data on my iPhone I’m trying to make smaller payments for my cell what should I do to keep payment at 15 dollars per month

Go to Settings ➜ Cellular and either turn off Apps you don't want using up Cellular Data or turn off cellular data entirely from there, and only turn it on when you actually need it.
