Problem with previous billing on App Store

Hello, please I’m having the same issue about problem with previous billing when I didn’t even buy an app and I have checked my purchase history and I’m not owning any money. So I don’t understand why I’m still seeing problems with previous billing. Please I need help cos I can’t update any app or even get new ones. Thanks
