Change power off settings on 10th generation iPad

There isn't any option to change that. You may want to make the suggestion to Apple via Feedback - iPad - Apple

It hasn't been an issue for me since I rarely power mine off and just let it sleep.

You cannot reconfigure the physical button sequences that trigger system-level actions.

However, you don’t need to use any physical buttons at all to shut-down your iPad. Instead, you can simply trigger shut-down of your iPad from iPad settings:

Settings > General > Shut Down
