Deleting apps vs. App Library

Suddenly third-party apps that I’m trying to delete are not letting me. I’ll hold the icon and it gives me the option to delete, but when I select it, I get the pop-up message about simply removing it from the Home Screen. If I do that and then go to the App Library to delete it, I don’t have the option to delete when I hold it down. I’ve looked at screen time settings, restarted my phone, tried deleting it through the storage page in settings, and nothing has come through. Has anyone had this problem before?
