Just recently I noticed when I try to delete an app from my homescreen, instead of giving me the option to delete it, it just says I can move it to the app library. When I go to the app library and click the app, there is no option to delete either. I have already made sure that my Screen Time settings allow me to delete apps. What else can I do?

Turn off Content & Privacy restrictions completely at Setting > Screen Time > Content & Privacy Restrictions. Then restart the device and try again.
Is your device being managed through a school or work environment or do you have any Profiles listed at Settings > General > VPN & Device Management?

That could be a restriction set in settings. That used to happen to me too.
