Your choices are to enable the passcode and have the payment info available, or disable the passcode and the payment info will be erased.

Passcode Reentry:

A. New iCloud Session:

Log off of iCloud and then log back in

B. Set this iPhone Up Anew:

If this still will not go away, then reset the iPhone to factory settings, as if you were to sell it. Perform as instructed here, including the iCloud logout: What to do Before you Sell, Give Away, or Trade in your iPhone, iPad, or iPod touch - Apple Support. Set it then stops.
