You cannot make it carrier unlocked after you have purchased the iPhone. You have to do that before your purchase it and ensure that the iPhone is unlocked from the seller.

If you have received a carrier locked iPhone, then you can try and contact the carrier that it is locked to ask them about the requirements to get your iPhone unlocked.

Request that you are able to log into it, and assign it to your account, prior to handing over the money. If the seller decides to dis-abide by those rules you've set fourth, then do not proceed with the transaction.
