I have voice memos on my apple watch. I don’t have any space left in iCloud, so they don’t auto sync. How do I send voice memos from my watch to my phone without using iCloud.

Syncing the Voice Memos between devices using iCloud is the only way Apple recommends to accomplish this. That data will sync between your devices that are signed in with the same Apple ID.
