It's happened because :

1. You just create new Apple ID but no activities to download apps, back up data to iCloud or send email (if you are using @cloud domain for Apple ID)
2. You created Apple ID long time ago but your Apple ID Long time not active ( download apps, back up data or sign in to Apple device )

I recommend you to contact Apple Support to reactivate your Apple ID
