iPhone did not delete managed networks after removing profile

My iPhone keeps trying to connect to spectrum wifi and I have deleted the configuration profile but it did not remove these networks from my phone. Now I cannot delete them either or even change them from auto joining. Every time I disable auto join it does not save and resetting network settings did nothing. I have confirmed there are 0 configuration or VPN profiles installed.

This seems like a bug because now walking around I get asked to join networks I don’t want to every 5 seconds!
