Can anyone help…. My daughters locked herself out of her Apple ID and can’t access email to create a new password. My trusted number won’t work either

It says the accounts been locked for security but they’ll email her to reset it but she can’t open her email as it requires the password to access the email account. We’ve been to the Apple Store and they just said they’d contact us but that three weeks ago
Still won’t work as it’s still saying log in required 🤦🏼♂️
