Locked iCloud account on new iPhone

My daughter got a new iPhone. When trying to login to iCloud her account got locked most likely because of too many failed attempts not remembering the correct password. Or is it Apple account now? Anyway We tried resetting but the verification numbers received got us nowhere. Then we were told that the code would be sent to her iCloud email - which we can't get into!? Can I trust the system that we will get instructions at some undefined day in the future or what would you suggest? Her old iPhone is completely busted so we can't use that.

Account recovery might take a few days or longer, depending on the specific account information you can provide to verify your identity. One tip to using account recovery it to look for options in small blue letters beneath the normal log-in items if you cannot complete the requested information.

5. Tap Choose Another Email Address and enter your device passcode if asked.

6. Enter the new email address, then tap Continue.
