when I turn the computer the apple comes up then the ventura screen, then the ventura screen comes up again… here is a picture taken from disk utility screen in recovery mode… is it safe to delete the one without data?

While you're in the Recovery volume reinstall the system. Do not erase any thing!
No. That is the System Volume, i.e., the OS. Odd that it is only 9GB. Should be closer to 16.
Will doing that remove all those other things that show up on the list and what about my programs that are on the computer now
