why is it every time i open a new app or website it’s saying i have a restriction or an error?

Do you have Screen Time on? Shut Screen Time off and Settings > Screen Time and scroll to the bottom to shut off. If that solves the problem then turn screen time back on and review the settings for App Limits, DownTime, and Content & Privacy
