I want to buy more storage but when I try I get the message “ to make this purchase ask your organiser( my partner) to provide a new payment method”.

Are you part of a Family Sharing? Below is the article about Family Sharing but from what you are describing it sounds like you are part of a Family Share plan.
If the organizer lost his phone, did the organizer cancel the payment method that was on the account for Family Sharing? If so, they will need to update that payment method or disband the Family Sharing for now and each individual can use their own payment method.
