Apple ID on lost phone

hello! My iphone fell into the ocean and is lost now. When I want to log in to my Apple ID to use my data, it says that there will be sms sent to old device or phone number. My phone number that is connected to old apple id qatari, which I do not use now and live in a different country (Maldives). May I ask to send that code to my email in order for me to be able to log in to my actual apple ID?
