why im unable to load photo? although my storage is not full

Your storage is not full, but how much free storage do you have left on your iPhone and in iCloud?

And what is the file format of the photo?

Photos may also not be able to load the photo, if it is in a format, that cannot be processed, or if the internet connection is not working properly, or if the photo has been deleted from iCloud. If you have a computer as well, you may want to check at your iCloud webpage at www.icloud.com in the Photos.app, if the photos are still in iCloud.
