are you using any of the HDD's manufacturer's preloaded software on the drive (or installed such software yourself) that supposedly makes the drive "Mac ready"? if yes, that could be the cause of your issue. when you use software from just about any manufacturer for their storage device you run the risk of that same software not being compatible with macOS updates / upgrades. it can cause the software to stop working. at best this will cause you a headache. at worst it can render your data inaccessible. it is always best to use disk utility to erase and format a drive before use to remove any preloaded software.

If you didn’t install any third-party software, you would only be able to Read those drives. If you were writing to them, then you must have installed their software. When that software breaks, it prevents mounting of the drive at all.

compatibility issues due to updates / upgrades don't always happen. but they can and do rear their heads from time to time. it all depends on how up to date the manufacturers are with their software. so just because you've not had problems before, if you are using such software on the drive, it is not a surprise to me that you may be having issues now because of that software.

I understand that compatibility issues can arise due to software updates/upgrades. However, in this case, I want to clarify that I am not using any manufacturer's software on the drives in question. It's worth noting that these same drives work perfectly fine on my other Mac (2011 model) without any issues. However, on my late 2015 Mac, they are not recognized by Finder or Disk Utility. Interestingly, they are visible in the System Information under the USB code: 0. I hope this information helps to troubleshoot the issue further.

I'm sorry that the previous procedures didn't yield any results.I have already tried resetting the NVRAM, PRAM, and SMC, as well as eliminating preferences, and even performed a diagnostic restart without any success, it seems like I'm covered the basic troubleshooting steps. At this point, it might be worth considering more advanced troubleshooting options.
