Mark up not working on MacBook Air

was using Monterey 12.6.2 and mark up tool was grayed out. Updated to 12.6.6, restarted and still the mark up is grayed out and now available. Went to extensions and checked, Mark up is checked. I unchecked mark up and then re checked and sit still is not working. It is grayed out and not available in preview at all.
