The safest place is the filename, when exporting videos. You may want to write the capture date into the filename.
I have exported my videos as an unmodified original with the option "IPTC as XMP". This will write a sidecar file with some of the metadata. Photos ignores this file, when it imports videos, baut as the XPM format is a text file that can be read by Textedit, we can at least recover the capture date, titles , keywords from this file.

In fact Export -> Unmodified Original doesnt't work all the time, whereas all my photos are from iPhones.
I frequentely get another Creation Date & Time!
So I cannot rely on this feature to export videos and re-import them in a separate Photos instance (to diminish what is saved in the Cloud).
My plan is to selectl photos to be "off the Cloud" into an Album, then Duplicate the whole Photos instance, then delete the ones from "Off the Cloud" album on the Main Photos instance, then keep only the "Off the Cloud" photos in the duplicated Photos instance.
Very long and painful, but seems to be the only solution.
Depends on the video. Some cameras write quite a lot of metadata to the file, some exactly none.
File -> Export -> Unmodified Original will get you exactly that: the unmodified original.

Unfortunately, it means managing manually all these metadata :-( separately from the video file itself.
