Hello, I have the same issue. My shared library stopped syncing on my iPhone. I went through all the steps recommended: restarted my iPhone, verified that the power saving setting is not pausing the sync… I even turned off iCloud photo and turned it on again.
iCloud syncing is now stuck at 3600 pics and has been that way for a week. No amount of pausing/resuming singing is helping.
Also, iCloud syncing and Shared library are working fine on my other devices (iPad).
What should I do next?
Was there a resolution to this issue?

Thank you for your time and image w your help SravanKrA.... yes icloud photos is turned on.
1) When you say "let icloud photos sync completely" does that mean that it's not until ALL the photos/videos on the Organizer's iphone (my husband) are synced that we can setup the "Shared Library?"
If this is true in our case he has 93 GB in his photos and thus syncing can take DAYS depending on the internet speed?
2) When phoning apple support they said that on the organizer's phone they must turn on "purchase sharing," before family sharing will work. Might that be another thing causing a problem?
