What kind of "development?" That makes a huge difference in recommendations.

If doing tasks the involve a lot of rendering, heat can be a problem in a 13-inch Macbook Pro because those have but one cooling fan. 14- and 16-inch models have two fans.

If you give us more information regarding what you ned the computer to do, we can be more specific in our recommendations.

Not lots of renderings. I am a backend developer who use inteliij ultimate verison (for Java development)and vs code(for nodejs). Also work with devops stuffs like docker, kubernetes. My current laptop is Dell inspiron i7 7th 16 GB Ram run on SSD which freezes sometime when I run skaffold (Skaffold is a tool that handles the workflow for building, pushing and deploying your application). I want to avoid the situation with new mac book. Also macbook is very expensive and limited in my country, so I can’t buy 32 GB MacBook. I am skeptical that 16 GB RAM might not be enough, for higher RAM I have now option of m2 24 GB 13 inch MacBook Pro. Do you think it’s a wiser decision or should I buy a 16 GB one?
