What can I do if my Apple Watch 3 no longer has a watch face or apps or way to swipe up to settings. I haven’t used it in quite some time. It doesn’t show up on my iPhone either. I’m unable to pair it to my iPhone either. It’s been sitting in a drawer for at least six months.

FWIW a lot of people have had trouble updating a series 3 watch. With the limited memory in a series 3 watch, your best option may be to make an appointment at the Genius Bar in an Apple Store near you and let them look at it:
