I can’t rid of the SOS only , No SIM message on my screen

Is there a "dummy" sim to stop the "no sim installed" message Every time an iphone without a sim is turned on, a message pops up that "no sim is installed." I have searched for a couple of years now to find a way to quiet that message. There simply seems to be no way.
