Why did Apple allow “share WiFi password “ when my screen is still locked. Complete lack of security. I do not always have my phone with me but anyone can get close and tap share password. Apple needs a fix!!! Phone should be prompt for passcode or when it’s unlocked.

According to How to share your Wi-Fi password from your iPhone, iPad, or iPod touch - Apple Support , your phone needs to be unlocked and even then it cannot be shared with "anyone." The email address you use for your Apple ID must be saved in the other person's Contacts and you must have their email address saved in your Contacts.
If that isn't what is happening, you may want to Contact - Official Apple Support

You are not speaking with Apple here on this user to user only forum. As far I know, even if your phone is locked, YOU have to tap Share Wifi Password directly on your device to share the Wifi password, so I'm not sure what the issue is you have? Are you suggesting, you have gone to the trouble of doing what is outlined in this support article?

If yes, unless you have left your phone unattended and the person you have already ensured has your Apple ID Email in their contacts, and the two devices are near each other, it would appear you've pretty much given them access to use your Wifi. Perhaps I'm not getting what the issue is here?

Ok. My 7 yoa iPad is shared on family account with mom and dad only. 7 yoa leaves his iPad unattended all the time. 17yoa gets close to iPad and immediately gets the “share your WiFi “ from the iPad. 17 yoa taps “share” and he’s in. That’s how he gets the WiFi password. Hope this makes sense.
Thanks for the replies. The part about the other person’s Apple ID being on your phone for the share WiFi to pop up is false. My 7yoa iPad is no way associated to my 17yoa iPhone (don’t want him to have access). The iPad is logged in the WiFi and the iPhone gets the WiFi invitation. I’ve shared this with Apple but hoping the community have some answers.

I’m guessing that the “him” to which you’re referring is a 7 year-old child (and that “17” was merely a typo ??? (I’m also not familiar w/ “yoa”)
But … there can’t be an AppleID for a 7-year old child without him/her being part of a “Family” … within which you presumably are a member as-well ?
And members within a “Family” DO receive additional privileges / sharing within Apple’s ecosystem that “standard / non-Family” AppleIDs normally would not.

Not really.
Im still guessing that “yoa” is “years old anno” … and refers to a person?
And it’s still not clear to how many AppleID’s and devices are in this mix; which devices are in the “family” and which ones aren’t.
(Now I know why my grade-school teachers were always so adamant about “Following the rules of standard English.”)
