Content Restrictions OFF but can't download Covenant Eyes, Chrome

My son has an iPhone SE. We want to put Covenant Eyes on it. However, we are getting a message stating that "Due to restrictions set for this device, this app cannot be downloaded." We have toggled off the Content Restrictions AND when toggled on, the restrictions were off. Also, can't download Chrome nor Firefox. Need help. I was told by Covenant Eyes that this is an iOS problem

If you're unable to download applications and you've already checked Settings > Screen Time to make sure the Content & Privacy Restrictions option is off another thing you can check is if the device has parental controls on it. If you're part of a Family Sharing group, it's possible that the organizer has restrictions set up on the device through that.


Use parental controls on your child's iPhone, iPad, and iPod touch


You can also check on the Apple ID birthday to make sure the age is correct. If the age is under 13, then certain content may be restricted.


Update the birth date associated with your Apple ID


If you're still unable to download applications, you'll want to contact Apple for assistance: Get Support
