Apple removed Siri’s tone, because there is no longer a need to wait for a tone before asking. Just hold the button and start speaking.
Hey TomTheAppleDeveloper,
Welcome to Apple Support Communities. We'd be happy to help out. Sounds like you're having issues with Siri not providing a tone when activated.
To get started, make sure your iPhone ringer is on and that your iPhone isn't set to silent using the side switch. For more info, check out: How to put your iPhone on vibrate, ring, or silent mode - Apple Support
If your iPhone isn't on silent, also make sure the volume is turned up.
If you continue to have issues, contact Apple using this link for further support: Get Support
Take care!

The tone was better. Especially when using CarPlay. Make the tone optional.
Apple doesn't read here in this user-to-user forum for feedback or suggestions. You can, however, let them know your thoughts here:
Well I find myself talking and Siri doesn't hear the start of what I am saying. Or never activated at all. I have hey Siri turned off, I want to push the button, hear the tone to know Siri is engaged and start talking. Not hearing the tone usually means I have to be looking at my phone or I get a suboptimal result.
This isn't the issue. My phone is not on silent. I upgraded to the new IOS and this problem started. I understand it is supposed to be a feature. It is a feature I want to turn off. I want to hear the tone, so I know Siri is engaged.
