Cycle Through Windows keyboard config

I normally use the keyboard shortcut Command–Grave accent (`) to switch between the windows of the app I'm using.

I recently got a fresh install of macOS Ventura 13.4 and that keycut is now doing nothing. (Yes, i've been configuring some things so it's possible i accidentally changed it, but I don't know.)

Does anybody know where exactly the configuration/setting is for this action? I need to get it working again.

The setting is in Keyboard System Settings, Keyboard Shortcuts, Keyboard category,

Move focus to the next window.

For what it's worth:

I was having the same issues, and it has to do with the abomination of a "feature" that Apple has called Stage Manager. I had to enable Stage Manager, enable "displays have different spaces" and then the command+` was cycling through stage manager (what a horrible and dumb feature that is). I disabled it and I got my "cycle through windows" shortcut working again.
