I'm trying to upload files to an website that accepts jpg's but not jpeg's and neither Photos nor Preview have jpg as an option in the export function. Is there a way to convert without using external software, and if not why the samhill not?

Change the extension to jpg. If you have the extensions hidden, use Get Info to change the extension.

Thank you! The extensions WERE hidden. I removed the e, now the website accepts the files. For other tech challenged people, right click on the image for Get Info
Such an arbitrary change and so frustrating to end users. I too encountered a website that restricted uploads with “jpeg” endings and was using my iPhone, so having to find the option to reveal extensions would have helped. I ended up moving to Google drive and renaming it there before downloading back to the device. Even with the option for showing extensions the extra step could have been avoided by either going with traditional file ending of “jpg” rather than the four letter version.

Contact the folks that are filtering the uploaded files by file extension and not by something more robust, such as by file and libmagic.
Extensions are simple sure, but also introduce issues well beyond this case.
The fix for the website will likely be adding more extensions to their current scheme, though. Probably reading and following this: “The most common filename extensions for files employing JPEG compression are .jpg and .jpeg, though .jpe, .jfif and .jif are also used.” and probably not checking the file magic.

Apple has changed their naming convention for exported or created JPG images to .jpeg since macOS Monterey (inclusive) when created by Apple software solutions (e.g. Preview, Create Image). Prior to Monterey, it was .jpg and that may impact user scripts and applications that continue to check for .jpg extensions.
One of the things I have noticed in macOS Sonoma is that Apple product teams are tending to output .jpeg named image extensions. For instance, the Create Image Quick Action offers a selector name of JPEG, not JPG, and the output is a .jpeg instead of years expecting .jpg.

In the Files app, tap the three-dots in a circle (icon looks like this, but with another dot added: ⚇︎), tap view options, tap show all extensions, long press on the file, select rename, rename the extension.
