Creating a playlist in Apple Music

Why can’t I create a playlist in Apple Music, with the sync library setting turned off in settings on my iPhone?

Add Playlist Songs to Library "Add Playlist Songs" keeps turning on in apple music settings. I’m unable to add songs to my playlist without them adding to my library. Apple Music: adding playlists songs. Hello! I'm here to ask a question about apple music. When I add a song to a specific playlist I've made, it adds it to the library as well. I turned that function off in the settings app, but it just keeps turning itself back on once I've added a song. It's doing this on both my phone and ipad, and I wanted to know if there's a way I could fix this?
