Why isn’t my playlist syncing between iPad and iPhone?

Hi, I created a playlist in the music app on my iPad, while signed into my iCloud account and it is not showing up on my iPhone, which is signed into the same iCloud account. The music I have purchased on my iPad shows up on my iPhone, so some syncing is happening, just not the playlist. I tried looking in the apps setting for a “sync library” option but that is missing on both my iPad and my iPhone.

iPad is an air,18.3.1

iPhone is a 13, iOS 18.3.2
