Macbook pro m1 max services problem

Why doesn't apple Türkiye services replace the problematic macbook pro m1 max. The screen will change 3 times and the whole case will change 2 times

M1 Underscan Issue The M1 stopped remembering the display underscan settings a few updates back, and this has still not been dealt with despite numerous attempts to get it done by actually calling Apple support and wasting an hour with polite staff who acknowledge the problem but don't fix it.

Specifics of "Keyboard Service Program for MacBook, MacBook Air, and MacBook Pro" I am wondering if I could bring in my Macbook Pro 13 Inch 2019 (Two Thunderbolt 3 ports) to the Apple store to get the keyboard replaced even if it isn't currently showing any issues. The keys do feel "sticky" but then some time passes and they keys loosen up and respond normally.
