Cellular Issue and not erasing

Hi,

I'm getting cellular data issues

( Cellular Issue, Your iPhone is currently unable to access cellular data or make and receive calls or messages.)

Started appearing after updating my iPhone software, it's dimmed, and can't press the green buttons!

I followed the instruction and tried to reset the network, reboot the phone, switch airplane mode, and finally decided to try to reset iPhone.


However, I got the message

(You will not be able to set up this iPhone after erasing it. A cellular update is required before it can be activated again.)


I'm completely confused, can anyone help, please?

iPhone 13 Pro, iOS 16
